SECURITY..UNITED STATES OF AMERICA ADVISORY FOR PAKISTAN. THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) BELOW ARE ADVISED TO EXERCISE CAUTION WHEN FLYING INTO, OUT OF, WITHIN, OR OVER THE TERRITORY AND AIRSPACE OF PAKISTAN DUE TO EXTREMIST/MILITANT ACTIVITY.

    A. APPLICABILITY.

THIS NOTICE TO AIRMEN (NOTAM) APPLIES TO: ALL U.S. AIR CARRIERS AND COMMERCIAL OPERATORS; ALL PERSONS EXERCISING THE PRIVILEGES OF AN AIRMAN CERTIFICATE ISSUED BY THE FAA, EXCEPT SUCH PERSONS OPERATING U.S.-REGISTERED AIRCRAFT FOR A FOREIGN AIR CARRIER; AND ALL OPERATORS OF AIRCRAFT REGISTERED IN THE UNITED STATES, EXCEPT WHERE THE OPERATOR OF SUCH AIRCRAFT IS A FOREIGN AIR CARRIER.

    B. PLANNING.

THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) PLANNING TO FLY INTO, OUT OF, WITHIN, OR OVER THE ABOVE-NAMED AREA ARE STRONGLY REMINDED TO REVIEW CURRENT SECURITY/THREAT INFORMATION AND NOTAMS; COMPLY WITH ALL APPLICABLE FEDERAL AVIATION ADMINISTRATION (US FAA) REGULATIONS, OPERATIONS SPECIFICATIONS, MANAGEMENT SPECIFICATIONS, AND LETTERS OF AUTHORIZATION, INCLUDING UPDATING B450; AND, TO THE MAXIMUM EXTENT POSSIBLE, PROVIDE AT LEAST 72 HOURS ADVANCE NOTICE OF PLANNED FLIGHTS TO THE FEDERAL AVIATION ADMINISTRATION (US FAA) AT FEDERAL AVIATION ADMINISTRATION (US FAA) WATCH@FAA.GOV WITH SPECIFIC FLIGHT DETAILS.

    C. OPERATIONS.

EXERCISE CAUTION DURING FLIGHT OPERATIONS. THERE ARE CONTINUING RISKS TO U.S. CIVIL AVIATION OPERATING IN THE TERRITORY AND AIRSPACE OF PAKISTAN DUE TO EXTREMIST/MILITANT ACTIVITY. THERE CONTINUES TO BE A RISK TO U.S. CIVIL AVIATION FROM ATTACKS AGAINST AIRPORTS AND AIRCRAFT, PARTICULARLY FOR AIRCRAFT ON THE GROUND AND AIRCRAFT OPERATING AT LOW ALTITUDES, INCLUDING DURING THE ARRIVAL AND DEPARTURE PHASES OF FLIGHT. THE PRESENCE OF ARMED EXTREMIST/MILITANT ELEMENTS OPERATING IN PAKISTAN POSES A CONTINUED RISK TO U.S. CIVIL AVIATION FROM A VARIETY OF WEAPONS AND ATTACKS ON AIRPORT INFRASTRUCTURE.

ANY OF THESE THREATS COULD MATERIALIZE WITH LITTLE OR NO WARNING. WHILE, TO DATE, THERE HAVE BEEN NO REPORTS OF MANUAL PORTABLE AIR DEFENSE SYSTEMS (MANPADS) BEING USED AGAINST CIVIL AVIATION IN PAKISTAN, SOME EXTREMIST/MILITANT GROUPS OPERATING IN PAKISTAN ARE SUSPECTED OF HAVING ACCESS TO MANPADS.

AS A RESULT, THERE IS A POTENTIAL RISK FOR EXTREMISTS/MILITANTS TO TARGET CIVIL AVIATION IN PAKISTAN WITH MANPADS. THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) MUST REPORT SAFETY AND/OR SECURITY INCIDENTS TO THE FEDERAL AVIATION ADMINISTRATION (US FAA) AT +1 202-267-3333.
